Why take the seat off?!
Similar act of lunacy i saw recently, just a couple of days ago. Wish i could have taken a photo, but i was traveling in the other direction. A moped towing a boat. I was like wtf. Would have been a 150cc-ish moped and it was towing a dingy which appeared to be around 8-10ft long idiots.

I've often wondered if that was possible, now I know it is.
Might be interesting if something knocked it into gear though (should have a cable tie on the clutch lever for safety ).
There used to be a tow bar mount motor bike tow system which worked similar (albeit neater!) than what that driver has done.
I gather it was pulled from the Australian market due to concerns about the weight of the motorbike being greater than the downforce rating for many smaller tow bars...
The gearbox in there, might not be happy.
