Whats wrong with that, thats how I passed my test in the UK about 17 years ago.
The CBT is good enough to give you all the requirements to ride on the road.
They missed the bit about you can only have a bike under 33hp until you pass your full test

Vic Roads had an "on road test" but was dropped early 90's, my personal opinion is that testing should never have been privatized, roadcraft by L platers now is awful eg riding in the kerb, no offence BUT scooter riders on L's are dangerous to themselves, shows lack of training
