getting my fzr 250 going again after being stolen

  1. as some of u know my bike was stolen for 18 months and yesterday the police found it and returned it to me.
    pulled it down today flushed everything, fuel tank, oil, radiator fluid, fixed up some dodgy electrial stuff

    it will start and idle but you have to have the throttle on hard and it wont rev at all, if u let go of the throttle it dies instantly

    i noticed that the exup on the exhaust had a heap of wire wrapped around it looking like it was holding it open.

    i need some help getting it started again!

    edit: also the person in posession of the bike while it was stolen was caught riding the bike and knocked off. it looks like its been sitting on its side because there is grass and oil all over one side
